One message to a group of 400 is 400 texts. That's the whole math. A school that sends three notices a day on school days sends about 26,000 texts a month, which is why the rate drops to a penny past 5,000.
Announcements only, so parents' replies go to the office and not to 400 phones. And a daily limit you set, so one busy day can't run past what you planned.
